BACKGROUND NOTE |
|
The Brahmaputra Valley and the adjoining hilly areas are one of the planet’s most biologically rich – but also heavily threatened regions. Since the 19th century, the pristine forests of Assam had been depleted not only because of expanding crop production but also because of commercial timber exploitation and plantation cropping for the world market. Assam’s population had increased from 3.3 million in 1901 to 33.5 million in 2011. A report by the United Nations Development Program (UNDP) had placed the state of Assam in the category of low human development index (HDI) in the country (less than 0.473) and there was a huge inequality among the people where basic livelihood requirements were concerned. Its maternal mortality was among the highest in the world. The low level of economic opportunities in the employment and livelihood sectors gave people little room to make choices and impeded the qualitative improvement of their lives.“. |
